Other Funding Sources

Each federal program has its own application requirements.  These are just a few federal programs that may be available for funding. The Safe Routes to School Program is not the only source of funding for bicycle and pedestrian safety projects. Some other sources are listed below.

Note: The programs listed below are competitive and have their own funding requirements.

Local Roads Accident Reduction Program - This program is intended to address safety problems off the Federal-aid highway system. Upon availability of funds, projects are solicited from municipalities by Regional Planning Organizations (RPO’s). They rank projects and top ranked ones are submitted to the Connecticut Department of Transportation (Department), who will select a limited number of viable projects based on a cost-benefit analysis, after reviewing the accident history, and based on allowable funds.  Projects costs are limited to $260,000. RPO’s solicits projects for the Department.  Safety improvements, including traffic signal installation, intersection safety improvements and sightline improvement projects are some of the eligible projects for this program. Funding: Federal (90%), State (10%), Design by Municipalities.


CMAQ Program - This program addresses congestion and air quality problems.  Funds must be used for projects (e.g. traffic signalization, incident management, and rail/bus transit) that reduce congestion and/or vehicular emissions. The following are eligible bicycle/pedestrian related projects:

  • Constructing bicycle and pedestrian facilities (paths, bike racks, support facilities, etc.) that are not exclusively recreational and reduce vehicle trips.

  • Non-construction outreach related to safe bicycle use intended to help achieve the goal of the 1990 Federal Clean Air Act Amendments.

Funding: Typically Federal (80%) and State (20%), however, some projects qualify for 100% Federal funding, Design typically 100% by State.

 Transportation Enhancement Program - This program considers projects that relate to intermodal transportation systems. When funding is available, the Department solicits projects from the RPO's. Applications are reviewed and ranked by the RPO's who forward all projects to the Department in priority order. The Department selects new projects based on a regional priority and available funding.  Facilities for pedestrian and bicycles activities should relate to the    existing surface transportation system by enhancing or providing bicycle and pedestrian modes of travel. The construction of walking and biking trails that join communities, shops, schools, businesses, activities and recreation sites enhance the system. Pedestrian facilities must include other amenities such as street furniture, lighting, garbage receptacles, or landscaping in order to be eligible.  At a minimum, these amenities should total 20 percent of the cost of the project.   Funding: Federal (80%), Municipality (20%), Design typically 100% by Municipality, however, it is eligible for 80% federal funding. Funds have been expended for the TE program at this time. It is anticipated that funding will be available in 2009.
